In a significant boost to India’s electric mobility ambitions, V-GREEN and Hindustan Petroleum Corporation Limited (HPCL) have announced a strategic partnership to jointly develop and deploy electric vehicle (EV) charging stations across HPCL’s extensive network of fuel retail outlets nationwide. The collaboration is expected to play a pivotal role in addressing one of the most critical barriers to EV adoption in India: the availability of reliable, accessible charging infrastructure.
Under the agreement, V-GREEN will leverage HPCL’s vast physical footprint to roll out advanced EV charging solutions at key urban centers and highway locations. HPCL, one of India’s largest state owned energy companies, operates more than 24,400 retail outlets across the country and has already established over 5,300 EV charging stations under its HP e-Charge brand. This existing base provides a strong foundation for rapid scaling and positions the partnership to significantly expand India’s public charging network in a relatively short timeframe.
The collaboration comes at a crucial juncture for India’s clean mobility journey. With the government pushing aggressive targets for electric vehicle adoption across passenger, commercial, and two- and three-wheeler segments, the need for a dense, dependable charging ecosystem has become increasingly urgent. By combining HPCL’s nationwide reach and operational experience with V-GREEN’s expertise in large-scale charging infrastructure development, the partnership aims to deliver a seamless and convenient charging experience for EV users across diverse geographies.
V-GREEN Global Charging Station Development Company, headquartered in Vietnam, is a key player in the global EV infrastructure space. Founded by VinFast founder Mr. Pham Nhat Vuong, V-GREEN was established with a clear mandate: to build robust charging ecosystems that can support the rapid growth of electric mobility. In its home market of Vietnam, the company has already demonstrated its execution capabilities by deploying approximately 150,000 charging ports nationwide through collaborations with multiple partners. This large-scale operational experience is expected to translate effectively into the Indian market.
India represents a strategic priority in V-GREEN’s international expansion roadmap. As one of the world’s fastest-growing automotive markets, the country offers immense long-term potential for electric mobility, driven by rising urbanization, supportive policy frameworks, and increasing consumer awareness around sustainability. The partnership with HPCL provides V-GREEN with immediate access to a trusted, well-established retail network, enabling faster deployment and greater visibility among Indian consumers.
Beyond charging infrastructure alone, the V-GREEN-HPCL collaboration aligns with broader efforts to build a comprehensive EV ecosystem in India. Alongside VinFast and other partners, these initiatives span vehicle manufacturing, charging solutions, after-sales support, and battery recycling critical components required to enable large-scale and sustainable EV adoption. Such an integrated approach is increasingly seen as essential for ensuring long-term success in emerging EV markets.
From HPCL’s perspective, the partnership reinforces its evolving role in India’s energy transition. As traditional fuel retailers adapt to changing mobility patterns, investments in EV charging infrastructure allow companies like HPCL to remain central to the country’s transportation ecosystem while advancing national sustainability goals. The expansion of EV charging at fuel stations also offers consumers the familiarity and convenience of existing locations, helping reduce range anxiety and build confidence in electric vehicles.
Industry observers view the collaboration as a meaningful step toward bridging infrastructure gaps, particularly along highways and high-traffic corridors where charging availability remains limited. With coordinated execution, the initiative could improve interoperability, reduce charging downtime, and support both private and commercial EV users.
By bringing together infrastructure scale, technological expertise, and a shared commitment to sustainable mobility, the V-GREEN–HPCL partnership is poised to make a lasting impact on India’s EV charging landscape. As the country accelerates its transition toward cleaner transportation, such strategic collaborations are expected to play a central role in turning policy ambition into on-ground reality.
